Welcome to St. Louis Knights / AAU Youth Leagues

Spring 2012 Super Elite (St. Louis Knights) and HPC Elite

HPC Elite has merged with the St. Louis Nights. The St. Louis Knights are a non-for-profit association that is a member of AAU and belongs to Missouri Amateur Hockey Association which is the local AAU Ice Hockey affiliate.  St. Louis Knights are the host organization for all teams at HPC Ice Arena. We are very excited about this merger. The Knights have the ability for all of our teams to accept donation, sponsors, and fundraisers under the 501©. HPC is always working hard for you to get the most for your money. Spring Season should be about training and preparing for the upcoming season and about FUN.

LEGAL GUIDANCE ISSUED @ USA HOCKEY

With the remarkable growth of AAU ice hockey at Mites, as well as at the High School level in New York and at Juniors in the western United States, it’s important to note that within some USA Hockey affiliates there have been issues and resistance to AAU growth. Mite growth could have been even more dramatic if not for rumors of potential reprisals against players, coaches and referees for choosing to participate within non-USAH programs.

AAU has informed USA Hockey of such actions directly. And some AAU affiliates have notified the US Olympic Committee (USOC) as well. The USOC has supervisory control over all National Governing Bodies (NGB) of any Olympic based sports. This includes the power to discipline and/or remove USA Hockey from serving as a NGB.

Apparently in response to these actions, the USA Hockey - General Counsel (their Legal Department) recently issued USA Hockey Guidelines Regarding Non-Sanctioned Play to USAH affiliates, which have now been accepted as official USAH policy.

To help summarize this guidance, please consider the following quotations;

  • Membership in or registration with another sanctioning body may not be used as a basis to deny membership in USA Hockey, its Affiliates or local programs.

  • No Individual Participant may be penalized for participating in a program that is notsanctioned by USA Hockey.

  • No USA Hockey official may be penalized, threatened, excluded or made ineligible for officiating USA Hockey games based on that official being certified by or officiating games that are not sanctioned by USA Hockey or are sanctioned by some other entity.

Also front and center during this season has been the memoranda issued in the federal antitrust lawsuit of Minnesota Made Hockey, Inc versus Minnesota Hockey, Inc. et al, case number 0:2010cv03884. A USAH affiliate had created a rule, which would have suspended players who dared to participate within an alternative non-USAH youth hockey program. US District Court judge Tunheim found that such a rule was an attempt to create and maintain an unlawful monopoly, which is a felony under the Sherman Antitrust Act. Such violations cary potential criminal and civil damages, as well as being grounds for removal of a NGB.

However, it’s important to note that USA Hockey has asked to be kept informed about any similar violations of USAH affiliates, leagues or local programs. Any large organization will alwa ys have members who don’t get the memo and/or who act as loose canons. The question is how an organization responds to such incidents. If USAH corrects its members and repairs any damage that occurs then they should be commended. Therefore, we should be willing to aid them in these efforts.

To this end, we ask that any such incidents be reported to Clem Placke clem@hpcstl.com and/or Keith Noll Keith slapshot@wwt.net. Details will be logged and reported to USAH. Then monitored for compliance. Of course, individuals always have the right to address such incidents with USA Hockey and/or the USOC directly.

Potential Referees

IF INTERESTED IN BECOMING A REFEREE FOR AAU GAMES PLEASE NOTE THE FOLLOWING:

AAU Membership Requirement: Just as with other organizations (such as the NCAA, MHSAA, USA Hockey and MAHA), referees must be registered and insured within the appropriate organization, in order to officiate within those games. In this same manner, referees officiating AAU and/or Hockey Michigan games must be possess a current AAU membership, which in turn provides the individual with insurance while working AAU sanctioned events. Please note that USA Hockey membership as an official will not provide insurance benefits for AAU sanctioned events and visa versa.

Courtesy to Referee Schedulers: Whenever possible, Hockey Michigan recommends utilizing the customary referee-schedulers who are currently servicing area rinks. As both a courtesy and also because this is more efficient for the schedulers and the referees. However, any teams having difficulty in scheduling officials should report such problems quickly and Hockey Michigan will assist in finding competent referees for your games.

Eligibility Note: Upon completion of the AAU online registration process, referees immediately have all benefits of AAU membership, including insurance coverage and are thereby eligible to officiate during AAU sanctioned events. This process may even be complete on a laptop computer immediately prior to a game.

Please find AAU registration instructions below;

If a referee does not already possess a current AAU membership then registration is simple online at; aausports.org Referees should register as Non-Athlete and (for ease of scheduling within Missouri) when they are asked for a Club code please use XTC98Y. This is the number for HPC Ice Hockey. If you are already a member, email membership@aausports.org and ask to be affiliated with XTC98Y. This will make it easier for teams and tournament operators to locate member referees.

Missouri Amateur Hockey Association will reimburce your membership fees. Please contact Clem Placke clem@hpcstl.com or (314) 894-8946

Legal Concerns: Please note that referees are independent contractors and may work games across organizations if they so choose. USA Hockey and its affiliates may not attempt to coerce, interfere with or take reprisals against any referee choosing to work AAU sanctioned events. On the contrary, USA Hockey is obligated under its National Governing Body status (NGB), granted by the US Olympic Committee to provide education, training, certification and support to referees throughout youth hockey, regardless of what organizations they may choose to work for.

Further, any attempt to coerce referees to not work AAU sanctioned events, for the purpose of maintaining a competitive advantage to USA Hockey and its affiliates over other organizations, would be an unlawful restraint of trade (which is a felony under the Sherman Antitrust Act).

Any referee and/or referee scheduler who believes that they have been, or are being coerced by officials from USA Hockey and/or its affiliates should report any such unlawful activities to the US Olympic Committee and also to the appropriate law enforcement authorities (such as the US-DOJ and/or the Missouri Attorney General).
